Preschool Children SeriesIn 1998 California voters passed Proposition 10, which set a 50 cent-per-pack tax on cigarettes, with the added revenue specifically earmarked for funding health programs, school preparation programs, child development and other programs serving kids up to the age of five years (the “First 5″ programs).

Proposition 1D would temporarily redirect up to 50 percent of the tobacco tax revenue away from these programs and into the state’s general fund to address the state’s current budget deficit.

Supporters of Proposition 1D say the measure will help solve California’s current budget crisis and prevent further cuts in services to children under five. Supporters also point out that local First 5 Commissions currently have $2.5 billion in unspent tax funds, and that a portion of this unspent money can be useful in addressing the state’s budget crisis.

Supporters of Proposition 1D include the Association of Regional Center Agencies, the Association of California Life and Health Insurance Companies and the California Latino Child Development Association.

Opponents of Proposition 1D agree the state is facing hard economic times and say this is why the last thing our children and families need is cuts to local health and education programs. Specifically, opponents argue that Proposition 1D hurts children and families by cutting $1.6 billion from effective preschool and early education programs that provide healthcare, immunization and booster shots, preschool and education services, teach smoking prevention and provide funds for local children’s hospitals.

Opponents of Proposition 1D include the California Family Resource Association, former California Superintendent of Schools Delaine Eastin and the California Nurses Association.
