Proposition 3 would authorize the state to sell $980 million in general obligation bonds for the construction, expansion, remodeling, renovation, furnishing and equipping of eligible children’s hospitals.

Proposition 4 is a proposed constitutional amendment that would require a doctor to notify a parent or guardian before performing an abortion on an under-18-year-old girl, and would require a waiting period of 48 hours after notification is given before the abortion could be performed.

Proposition 6 would require that a minimum of $695 million be allocated from the state budget each year (with the amount increasing to keep up with inflation in future years) to pay for police, sheriffs, district attorneys, probation and jails.

Proposition 7 would require publicly and privately owned utilities to generate 20 percent of their power from renewable energy by 2010, 40 percent by 2020 and 50 percent by 2025 and would impose penalties (subject to waivers in some circumstances) for failure to meet these requirements.
